Yes, since the paint would spill if you tried to just manually pour it into the container, you use the syringe. First get the needle to the paint and fill the syringe with your desired colour. Then release the contents inside the container of the brush pen. Some of those brushes have a rather wide opening, so you could use a funnel too. But there are some that only have this microscopic hole, into which only a needle would fit. So in those cases you should use a syringe - and with a rather thin needle for that matter…

And lastly, some notes:
- Please remember to not open the container before the paint runs out completely (or you will end up with hands in paint, like me xD).
- If you want to change the colour, wash the pen brush and let it dry completely. If you neglect to let it dry, the next paint you put into it will not be as thick.
- Only fill 1/3 of the container at one time.
